On a VSD it is standard to use a screened cable like Varolex or similar. But what about for a soft starter,
they are 'on-line' only during start-up, so is a screened cable still neccesary?

Welcome to the forum
No, it is not necessary to use screened cable with soft starters. With VFDs, there is considerable EMC radiation due to the high speed switching of the output devices. Soft starters do not use this technology and so do not have these problems.
