Reference frequency is which you are giving command to drive.
Output frequency is the drive output frequency to the motor.
Measure frequency is the measured by Encoder if it is there.

And all this parameter, you will able to see under Monitoring menu. You can not change the value of the above parameter in monitoring mode.
