I presume that you are referring to the ratings applied to VSDs.
The displacement power factor is always better than 0.95 and this is quoted as cos phi. The distortion power factor is much less than 0.95 and is virtually never quoted.
Many people associate power factor with displacement power factor only. Certainly, for motor control, the expectation is in relation to displacement power factor only.
