How many kVAR are you switching on at any one time? I have noticed that out on rural networks there are more likely to be multiple small pole mounted capacitor banks (in the order of 500kVAR to 1000kVAR)instead of one big capacitor bank.

I am not certain but could this method reduce the effects of resonance?

This function is used to prevent excessive switching of the capacitor stages. Say you have 5 stages in your capacitor bank you do not want one of the stages coming in and out, since it will wear out the contactor and cause disruptions on the network.

It is a kind of deadband or hysterisis.

If you don't know to much about it then just go with the default, which is (from memory) a function of the individual step size over the total bank size.
