Can some body tell me the minimum acceptable breakdown voltages of transformer oil at 2.5mm gap?

Our 500 KVA and 3.3KV standby generator has tripped with a huge flash during normal operation when the load was well within limits and its stator found damaged.The same has strip type winding, on inspection the generator winder ( who has a good repairing experience) said that one of its coil has been comletely damaged and can not be repaired.So he suggested that this coil can be by passed and the same generator can be used with minor voltage drop on this phase. The details of the alternator are as under.
- 3 Phase, 3.3 KV, 50 hertz - 24 coils per Phase i,e a total of 72 coils. - No of poles 8 Sir, I am not sure about the above winder statement nor do I have such an experience So once again need the help of this forum.

Can somebody explain/interpret the breaking resistor duty cycle in VSD say 10% 0r 40% etc.
