Inductive Load Question

I am doing an assignment for my college course and was wondering if you could tell me what effect on a meter would there be if I added 5x 36W flourescent ballasts (without capacitors) to an existing 240V installation.

The inductive load caused by this amount of ballasts would probably have a detrimental effect on the meter. Most likely would be that the meter would stop, this is based on my knowledge of power factor (which is not great). Perhaps a more experienced member could advise you further........???
