It depends on how effective you want the closed transition to be.
Ideally, you want the current through the windingsduring to transition to be of the same order of magnitude as the current in the windings when in star. The actual values are going to be dependent on the power actor at the point of changeover. I have not seen a definitive formula, but it would be easy to work out from first principles. Personally, I am 100% resistant to using closed transition start-delta. It now costs more than using a solid state soft starter.:P
