RC circuit

Dear all,

i would like to ask a question about a RC circuit.
The supply is connected to a capacitor which is parallel to a resistor, then connect them to a high voltage discharge lamp.
There is a question: what is the functions of the capacitor and resistor.

as i understand it, a capacitor stores charge(energy in its electric field).it acts like a battery and when there is a path for discharging it discharges.

When power is removed from the Circuit, The Cap will discharge through the Res. In accordance with the Time Constant RC.......................

The R-C network is commonly referred to as a snubber network and is designed to limit the rate of rise of voltage. This will help to reduce transient voltages with the transient energy absorbed in the resistor.
Commonly employed around arcing contacts etc to limit the arcing and to prolong the contact life.
