Hello osama

It is more a function of the supply and the local regulations than any real "technical" issue with the motor.

The motor draws a high overload when you start it DOL, typically 6 - 8 times the rating of the motor. This high overload current can cause excessive voltage drop and this can be a good reason for using a reduced voltage starter.

In some areas, the local regulations require motors greater than a specified size to be reduced voltage started. It depends on the local authority and your supply impedance.
