It really depends what processes are running, what type of controls you are using and how long the power is lost for. Provided that the power to a motor is lost for more than half a second or so, there is generally no problem with restarting, ut there may be mechanical issues and safety issues within the plant. If the motor is powered by a VFD, then you may be able to restart a spinning motor, that depends on the VFD. Some VFDs will not allow this to occur, or need to be set up to catch a spinning motor.
