Earth Conductor Sizing

Can anyone clarify me on the following? my question is specifically for panel earthing, earthing conductors are sized as per the prospective current at the location of panel mounted in the electrical circuit. All these things are done while considering fault clearing time by the respective circuit breaker and ensured safe isolation of faulty circuit without any intact to cable or any devices after the Circuit breaker under tripping. (meaning isolating the circuit within the permissable temperature rise of the cables). For three phase TT system, zero sequence current of the steady state(1/3rd of the steady state fault current) is right to choose the earthing conductor? or we have to consider full steady state fault current? I am confused. pls clarify.
