Space vector modulation is a term used to describe the regeneration of three phase vectors from a DC source. This is applicable to inverters, but not the classic soft starter where the three phase is not recreated, simply reduced in magnitude by the use of phase controlled thyristors. You should concentrate your search on inverters and variable speed drives.
