Earth Leakage And Locked Rotor

I have a few querries:

 

1. Is the earth fault current setting in an MPR same as the actual flowing current in the CBCT primary, that is the current that flows in armour of the cable.

 

2.What is the locked rotor setting for star delta starting of motors to be provided. The default setting in the MPR is 7times

1) sometimes

 

2) I would set equal to the DOL setting as when the starter changes to delta, the MPR ses the delta impedance. Ideally, you would have a star setting and a delta setting.
